Meet our Staff

Noni Ramos

Chief Executive Officer

Noni Ramos is Chief Executive Officer of Housing Trust Silicon Valley. Housing Trust is a certified Community Development Financial Institution (CDFI) working across the 14-county greater Bay Area. Since its inception in 2000, Housing Trust has invested over $522 million to create and preserve nearly 25,000 affordable homes across the region. As the principal executive of the organization, she provides strategic leadership, oversees all day-to-day operations, and serves as the company’s primary spokesperson. Noni’s impressive background spans close to 30 years working in the affordable housing field. She is driven to do this work because she knows first-hand how affordable housing can change the trajectory of one’s life and that if each of us decides to make a difference, together there is nothing we can’t accomplish.

Under Noni’s leadership, Housing Trust has continued to use transformative housing finance and public and private partnerships to create more equitable and affordable communities. Housing Trust’s TECH Fund is a prime example of how varied stakeholders can partner for greater impact. The Fund is an investment vehicle designed to enable philanthropic organizations and large employers to be part of the affordable housing solution. Housing Trust’s work with the Google and Apple affordable housing funds is another approach which enables Housing Trust to fund the creation of more homes in our communities.   

Prior to joining Housing Trust, Noni was at Enterprise Community Loan Fund as Senior Vice President and Chief Operating Officer, where she oversaw the lending, credit and risk management, finance, and administration functions.

Noni currently serves as board chair of the California Coalition for Community Investment, a coalition of cross-sector CDFIs working in California. She is also a board member of the NPH Action Fund, Mercy Community Capital, Community HousingWorks, SPUR San Jose, and Community Health Center Capital Fund. Noni received a Bachelor’s degree from the Walter A. Haas School of Business at the University of California, Berkeley, and earned a Master’s in Public Administration from the California State University, East Bay.

Julie Mahowald

Chief Financial Officer and Head of Partnerships and Strategy

Julie Mahowald joined Housing Trust as Chief Financial Officer in January 2016.  Her responsibilities include strategy and planning, capital structure and capital raise, accounting, treasury as well as admin and operations.  She has also served as interim CEO of Housing Trust, and is part of the leadership team bringing the TECH Fund, the Apple Affordable Housing Fund, and Google’s Launch Initiative to fruition –each investing funds to start up or preserve of affordable homes within months of establishment. Julie brings over 30 years of corporate finance, treasury management, and strategy experience in high growth tech firms such as Oracle, Maxtor, Celestica, and various Silicon Valley start-ups.  Her roles included raising capital from banks and venture firms, international finance, and guiding an initial public offering.  Julie also has extensive non-profit management experience through her volunteer board positions.  She serves on the board of the Los Altos Community Foundation and is a past co-Chair. Julie was a long-time board member of East Palo Alto Kids Foundation.  She earned her BA in Economics from Tulane University and an MBA in Finance and MA in International Studies from the Wharton School, University of Pennsylvania where she was a Fellow with the Lauder Institute of Management and International Studies.

Fathia Macauley

Chief Lending Officer

Fathia Macauley joined Housing Trust as Chief Lending Officer in September 2019 and provides oversight for Housing Trust’s lending programs including multifamily and first-time homebuyer programs, as well as new lending initiatives. Fathia has over 21 years of experience financing and developing redevelopment projects throughout California, including affordable housing development projects, community facilities, and other commercial real estate. She has managed over $1B in CRA and affordable housing development projects, and participated in the creation of over 4,000 affordable homes, either as a developer or lender. Prior to joining Housing Trust, Fathia was California Market Lead at Capital Impact Partners, leading strategic planning for affordable housing lending and business strategy for California. She managed three venture loan funds, including leading Capital Impact’s loan origination participation in The Bay’s Future Fund. Her role prior to Capital Impact was Director of Business Development, Northern California for Clearinghouse CDFI, a position which she held for five years. From 2004 to 2011, Fathia became a strategic development consultant, assisting nonprofit organizations, as well as small businesses and trained professionals in fund development. She has been a guest lecturer at both the USC Sol Price School of Public Policy and UCLA Economics Department. Fathia holds a Bachelor’s degree in History and African Area Studies from UCLA and a Master’s degree in Urban Planning from the UCLA Luskin School of Public Affairs.

Nazmin Bishop

Chief Development & Communications Officer

Nazmin joined Housing Trust as Chief Development & Communications Officer in December 2021. In this role she provides leadership for the organization’s development and communications strategy in support of organizational, programmatic, and operating goals. Prior to Housing Trust, Nazmin served as Director of Philanthropy & Communications at Pacific Vision Foundation. She has been in the fields of Business Development, Marketing, and Communications most of her professional career. Her career began in corporate aviation, and she has held key positions in both the for-profit and nonprofit sectors. This included leading a student loan partnership with the U.S. Department of Education and an online fine art gallery on Costco.com. Her true passion is using her talents to advocate for under-resourced communities. That desire has led her to dedicate over two decades to the nonprofit world serving as Director of Major Gifts at Zen Hospice Project, Director of Development at Support for Families of Children with Disabilities, V.P. of Business Development at Art for Action, and Executive Director at Wings for Life. Nazmin is a Bay Area native and grew up in San Francisco and on the Peninsula. Educated at the University of San Francisco, Nazmin holds a BA in Journalism and completed all requirements for the Journalism graduate program. 

Julie Quinn

Chief Program & Impact Officer

Julie Quinn re-joined Housing Trust Silicon Valley in the newly created role of Chief Program & Impact Officer (CPIO) in January 2024. In this role, Julie will ensure that Housing Trust programs are responsive to community needs, as well as being well-executed, impact focused, and aligned with strategic priorities. She will be responsible for achieving strategic objectives around new programs and products, leveraging organizational competencies, complementing existing offerings, and developing metrics for success.

Julie has over 20 years of experience in community lending and affordable housing. Most recently, Julie was the Director of Investor Relations at Merritt Community Capital for the past three years, where she raised over $350 million in low-income housing tax credit equity, closing Merritt’s largest fund to date, and building out a proprietary investment platform. She was also deeply engaged in strategic organizational development and led external communications.

Prior to Merritt Capital, Julie was at Housing Trust Silicon Valley for 10 years in a number of roles, most recently as Chief Development Officer where she managed debt and grant solicitations to banks, corporations, foundations, and government sources, securing over $260 million. In that role, she also oversaw communications and events. During her tenure, she also worked on the homebuyer and multifamily lending teams. Julie has also worked for cities in Massachusetts and North Carolina in affordable housing development, program and portfolio management, and started her career with a nonprofit developer. She earned her MA in Urban Planning from the University of Southern California and BA from University of California, San Diego.

Lupita Lourdes Medina

Director of Human Resources

Lupita Lourdes Medina joined Housing Trust as Director of Human Resources in July 2021.In this role, she is responsible for HR operations and compliance, full employee life-cycle support, training and development; and serve as a key partner in driving Diversity, Equity and Inclusion efforts. Prior to joining Housing Trust, Lupita served as Director of Human Resources for KIPP Public Schools Northern California and served as HR coordinator and HR manager for The Foundation for Hispanic Education. She brings over eight years of HR and payroll experience including strategy and compliance, benefits and payroll administration, employee relations, recruitment, onboarding, performance management, change management, training, HRIS implementation and management, handbook and policy and procedures development. Lupita earned a bachelor’s degree in Business Administration and Spanish from San Jose State University.

Loni Armaz

Sr. Loan Administrator Team Lead, Multifamily

Loni Armaz joined Housing Trust as a Sr. Loan Administrator Team Lead with the Multifamily team in March 2023. She will play a vital role in coordinating the closing of complex loans to housing developers who are creating affordable homes throughout the Bay Area. In addition, Loni will assist with improving department workflow and productivity, establishing plans to close gaps and improve team members’ knowledge and skills related to closing, documentation, and disbursements. Loni brings extensive experience in loan administration, specializing in construction lending consisting of single-family subdivisions, multifamily, and commercial projects. With 23 years with U.S. Bank managing loan administration teams in seven states, she developed and implemented policies and procedures for both Loan Admin teams and Disbursement teams, and was responsible for training, coaching, and identifying strategic efficiencies to ensure effective processes in the Loan Administration departments. 

Solaiman Aurang

Credit Analyst

Solaiman Aurang joined Housing Trust as a Credit Analyst in July 2022. In this role, he will support Housing Trust’s Multifamily Lending team in evaluating and underwriting affordable housing loans and by performing lending activities that include origination support, financial analyses, third party review assessments, site visits, marketing, and relationship management. Prior to Housing Trust, Solaiman began his career at Wells Fargo Bank working in the Private Banking division as a Relationship Manager. He remained with the company for 7 years taking on many roles, primarily those related to sales of consumer and commercial lending products. Solaiman made the pivot into credit analysis and underwriting when he took on a Commercial Senior Credit Analyst role at a community bank. He has since expanded his knowledge and experience in the credit field and held roles as a commercial and residential underwriter. In his spare time, Solaiman is strongly involved in his father’s nonprofit organization, which focuses on assisting and uplifting refugees and immigrants and their transition to the Bay Area. Solaiman holds a BA in Legal Studies from UC Berkeley. 

Alex Berger

Office Manager/Executive Assistant

Alex Berger joined Housing Trust as Office Manager/Executive Assistant in June 2022. In this role, he is responsible for the administrative and organizational management of the Housing Trust office, and supports the CEO and senior leadership team. Prior to joining Housing Trust, Alex spent 12 years with Ensemble Theatre Company of Santa Barbara, first as a Production Stage Manager and then later as General Manager. As General Manager, he oversaw general operations and company management. He also has eight years of experience in non-profit administration. A San Jose native, Alex attended University of California, Santa Barbara where he earned a BA in Theatre with a focus of Stage Management.

Daniel Concepcion 

Asset Manager

Daniel Concepcion joined Housing Trust as a Credit Analyst in July 2022. In this role, he will support Housing Trust’s Multifamily Lending team in evaluating and underwriting affordable housing loans and by performing lending activities that include origination support, financial analyses, third party review assessments, site visits, marketing, and relationship management. Prior to joining Housing Trust, he worked as a credit analyst for Upstart. Daniel’s previous positions also include managing federal and private student loan programs as a loan officer for U.C. Santa Cruz and working as a business banker for Chase bank. He received his Bachelor’s degree in Finance from C.S.U. Chico and his MBA from San Jose State University. 

Darlene Davila-Thrower

Development & Communications Associate

Darlene Davila-Thrower joined Housing Trust in June 2022 as the Development & Communications Associate for the Development & Communications department. In this role, she will support the overall operations of the Development and Communications team by providing administrative support. Darlene has over 25 years of office experience in both the non-profit and for-profit sectors. Prior to Housing Trust, she provided administrative support to a real estate office, where she utilized her expertise in marketing and office management, while also assisting an escrow coordinator to ensure that the transaction went as smoothly as possible. Darlene enjoys providing excellent customer service and looks forward to bringing her administrative background to the Housing Trust team and the affordable housing sector.

Mao Gaoteote

Loan Administrator

Mao Gaoteote joined Housing Trust in November 2019 as Loan Administrator for the Multifamily lending department. Prior to joining Housing Trust she spent over 20 years working both in for-profit and non-profit as a lender in retail and SBA (Small Business Administration) for a CDFI lender and various community  banks. Since 2012, she has been serving as a Loan Committee Member to NorCal- FDC and has been a Board Member to various committees for the Sierra Pacific Conference – FMC since 2017.

Linda Kemmer

Sr. Loan Servicing Accountant

Linda Kemmer joined Housing Trust Silicon Valley in October 2020 as a Staff Accountant. In February 2022, she was promoted to Sr. Loan Servicing Accountant. Prior to Housing Trust, Linda has worked as a Fund Accountant for both Private Equity and Venture Fund companies. She also brings to Housing Trust years of non-profit experience working for both The David and Lucile Packard Foundation and Omidyar Network. 

Stephaney Kipple

Multifamily Lending Manager

Stephaney Kipple joined Housing Trust Silicon Valley as Senior Loan Officer in September 2020. In this role, she qualifies and underwrites developer financing loans throughout the greater Bay Area. Prior to joining Housing Trust, Stephaney was a Senior Project Manager at the Mission Economic Development Agency where she managed the development and financing of an 130-unit affordable housing project, as well as commercial acquisitions for arts, culture and neighborhood economic development. She has also worked at a San Francisco CDFI and on socially-equitable real estate projects in Detroit, New York City, and other cities. Stephaney received a Master of Science in Urban Policy Analysis and Management from the New School for Management and Urban Policy in New York City and holds a BBA from Eastern Michigan University. Stephaney is a also a member of OFN, NPH, ULI, and serves as Treasurer on the climate and transportation equity nonprofit, TransForm.

Haley Kline

Senior Treasury Analyst

Haley Kline joined Housing Trust as Treasury Analyst in June 2022. In this role, she is primarily responsible for financial planning and analysis, as well as support for business decisions, strategy, and risk management. Prior to Housing Trust, Haley worked as a financial analyst at a tech firm. Haley began her career as a research analyst for a buy-side investment bank and holds a BS in Economics from Cal Poly SLO.

Suzanne Lee

Asset Manager

Suzanne Lee joined Housing Trust as an Asset Manager in November 2023. In this role, she is responsible for asset management including loan monitoring and compliance tasks for both on- and off-balance sheet loans for the multifamily (MF) and single family (SF) loan portfolios. She will support Housing Trust’s mission by working closely with the Chief Credit Officer as a key member of the Credit Risk Management department and will collaborate with cross-functional teams across the organization to manage relationships with customers. Suzanne will also closely monitor the performance of the loan portfolios and ongoing projects.

Prior to joining Housing Trust, Suzanne worked in both Credit Analysis and Loan Review at various financial institutions. Emphasis was in Commercial Real Estate including multifamily, office buildings, retail centers and warehouses; and Commercial and Industrial loans including asset based, working capital lines of credit, and loans to high-net worth individuals.

In her nine years working as VP/Commercial Loan Review Manager at Boston Private, Suzanne communicated review findings to senior management consisting of the Chief Credit Officer, Senior Managers of Commercial and Real Estate Lending, and the Director of Risk Analytics; and wrote review summary reports to the Board of Directors. Suzanne received a B.S. in Business Administration degree from the University of Southern California, and an MBA from Pepperdine University.

Martha Lopez

Manager, Loan Administration

Martha Lopez serves Housing Trust as Manager –Loan Administration and has over 30 years of experience in the real estate loan field. After working for several major for-profit real estate lenders in subdivision construction, commercial real estate and SBA lending departments, she took a loan administration position with a nonprofit CDFI in 2008, where she worked for five years until the loan program was assigned to Housing Trust. Martha joined Housing Trust as a loan administrator and assisted with the setup of the new Multifamily lending department in 2013. She completed Real Estate coursework at San Jose City College.

Jesus A. Magaña

Finance Manager

Jesus A. Magaña joined Housing Trust as Finance Manager in January 2023, bringing his expertise in budgeting, forecasting, data analysis, and strategic planning. He is a finance professional with 7+ years of experience working in consulting and education finance. Prior to joining Housing Trust, he worked as the Lead Financial Analyst at Aspire Public Schools and as a Consultant at Deloitte, where he supported tech and merger acquisition clients with financial management. A native of the Bay Area, Jesus grew up in East Palo Alto and received his Bachelor’s degree in Finance from California State University, East Bay. He is excited to continue building his career in finance and contribute to Housing Trust’s mission of increasing access to affordable housing and improving living conditions for all.  

Thu Mai

Staff Accountant

Thu Mai joined Housing Trust in April 2022 as a Staff Accountant. In her role, she will be assisting in the general day to day accounting (accounts payable, accounts receivable), closing the month, handling some tax related matters, and eventually taking over payroll. Thu earned a BS degree in Accounting from Cal State East Bay and has over 15 years of experience in accounting. Prior to joining Housing Trust, she worked in accounting at a health and wellness company for more than eight years.

Brent Malloy

Controller

Brent Malloy joined Housing Trust as the Assistant Controller in December 2021. He was promoted to Controller in August 2022. In this role, his responsibilities include establishing in-house loan servicing accounting capacity, leading the accounting team, ensuring technical accounting is adopted and documented as we grow and as pronouncements change. Prior to joining Housing Trust, Brent served as the Assistant Controller at Accion Opportunity Fund Community Development, a leading microfinance CDFI that provides working capital loans to traditionally underserved small businesses. Brent brings over 15 years in finance, primarily for small businesses in such industries as non-profit lending, manufacturing, consumer goods, software, and hospitality industries. He earned a BA in Political Science from UC San Diego, a Certificate of Advanced Accounting proficiency from Santa Clara University, and a California CPA license in 2018, which is currently active.

Humberto Millan

Homebuyer Education Specialist

Humberto Millan joined Housing Trust as the Homebuyer Education Specialist with the Homebuyer Department in July 2023. In this role, he will be the first point of contact for potential first-time homebuyers, lenders, realtors, and community housing partners. Humberto will focus on key educational, outreach, and administrative responsibilities to support the success of Housing Trust’s downpayment assistance programs. Prior to Housing Trust, Humberto worked in real estate and has over five years of experience assisting buyers and sellers with their real estate transactions, with a focus on first-time homebuyers and recently in investment properties. He especially enjoyed working with first-time homebuyers because he was able to help many people accomplish their biggest dream. Born in California and raised in Mexico from elementary school to high school, Humberto is the first person in his family to finish college. He holds a Bachelor’s degree from Cal State East Bay in Business Administration, as well as an Associate degree in Business from Ohlone College. Humberto is a licensed California Realtor and passed the state exam at 21 years old. He is excited to continue his career at Housing Trust and looks forward to helping more people achieve their dream of owning their first home. He is fluent in Spanish.

Elisa Montepio

Underwriter

Elisa joined Housing Trust in November 2021 as an Underwriter for First Time Homebuyers.  In this role, she underwrites Empower Homebuyer SCC and Homebuyer Empowerment Loan Program (HELP) loans.  Prior to joining Housing Trust, she spent over 18 years working as mortgage loan underwriter and mortgage loan processor at Wells Fargo Institutional Lending Wholesale, RMR Financial, LLC., Guaranteed Rate Affinity, LLC.  and Pacificwide Business Group, Inc.  Elisa completed a BS in Commerce major in Economics and earned 21 academic units of MBA from the University of Santo Tomas, Philippines.

Hong Anh Ngo

Manager, Homebuyer Programs

Hong Anh Ngo joined Housing Trust as a Junior Loan Underwriter in July 2014 and was named Senior Program Specialist in July 2020. In her present role she assists the Homeownership programs manager in underwriting and marketing down payment assistance loan programs. She has worked in the legal and real estate industries since 2009 and has served as a paralegal, mainly handling personal injury, loan modification, debt negotiation, and bankruptcy cases. She also worked as a real estate coordinator and a loan underwriter. Hong went to San Jose State University and graduated in 2007 with a BS degree in Management.

Yvonne Nitafan

Underwriter

Yvonne joined Housing Trust Silicon Valley in October 2021 as an Underwriter for First-Time Homebuyers. She underwrites mortgage loans for down payment assistance programs under Empower Homebuyers SCC and Homebuyer Empowerment Loan Program (HELP). She has worked in mortgage banking/financing for over 18 years from being a loan processor to an underwriter. She also worked in the real estate industry as a transaction coordinator. Yvonne has a degree in BS Computer Engineering at the Polytechnic University of the Philippines, and also took up Computer Information Technology and had courses in California Real Estate Practice, Appraisal and Principles at Mission College, Santa Clara, California.

Matt Pham

Resource Development & Grants Manager

Matt Pham joined Housing Trust as the Resource Development & Grants Manager in February 2024. In this role, he will be primarily responsible for grants management from inquiry and submission through compliance and impact reporting. Reporting to the Chief Development & Communications Officer, his role will be critical in facilitating the development of internal and external relationships to meet Programmatic, Operations, and Lending Capital goals that will lead Housing Trust to further its mission to create more affordable housing opportunities in the greater Bay Area. Prior to Housing Trust, Matt worked for more than five years with CohnReznick as a Compliance Consultant, where he assisted government clients in their grant programs aimed at helping applicants within the disaster recovery, emergency management, and travel/tourism business industry. Matt spent most of his childhood in Southern California. He received his Bachelor of Business Administration in Accounting from the University of Texas at Austin.

Adelene Ramos

Communications Manager

Adelene Ramos was promoted to Communications Manager at Housing Trust in February 2022. In this role, she is responsible for developing, implementing, and overseeing communications programs that effectively describe and promote Housing Trust Silicon Valley, our products, and programs. She joined the organization in January 2020 as the Marketing & Outreach Coordinator for the Homeownership Programs Department, where she provided marketing, community outreach, and communications for the Homebuyer Department. Adelene brings more than two decades of experience in strategic communications, storytelling, and project management to her role, along with a background working in nonprofits, social justice, city government, and higher education. In her free time, she enjoys exploring the many family activities that the Bay Area offers, and her favorites are hiking, going to museums, watching concerts and movies, perusing independent bookstores, and spending time at the beach. When not writing stories about the community that Housing Trust supports, Adelene writes poetry and is an award winning poet. She holds an MBA from Santa Clara University’s Leavey School of Business, with concentrations in Marketing Management and Leading People & Organizations. She was a Hackworth scholar and a Roelandts scholar during graduate school. Adelene also holds a BA in Film and Video Production from the University of California, Santa Cruz.

Jeanette Ruiz

Credit Risk Assistant

Jeanette Ruiz has been with Housing Trust since 2008. In her current position, Jeanette draws on her 15 years of experience in the affordable housing industry to support the Credit Risk Management department by assisting both Asset Management and Loan Administration teams. Prior to joining the Housing Trust, Jeanette worked as an Escrow Assistant at Land America Commonwealth Title.

Maryann Salt

Loan Officer I, Multifamily

Maryann Salt joined Housing Trust as a Loan Officer I with the Multifamily department in March 2023. In this role, she works to underwrite predevelopment, acquisition, and bridge-loan financing to expand Housing Trust’s greater Bay Area footprint. Maryann brings over 17 years of experience in residential, and multifamily lending in the Bay Area. Since 2019, she has worked in the tech industry as a Program Manager and Product Manager for SMEs, to launch and scale financial products. She received a Master’s Degree in Financial Analysis and Investment Management from Saint Mary’s College, where she went on to do an investment banking internship at Morgan Stanley. Maryann has volunteered in underserved communities assisting small business owners with website development, product marketing, finance, and accounting.   

Becky Swift

Senior Loan Administrator

Becky Swift joined Housing Trust Silicon Valley as the Senior Loan Administrator in September 2021. In her role she coordinates loan closings for the Multifamily team.  Prior to joining Housing Trust she spent over 15 years working in for-profit lending as an underwriter and credit analyst for various community banks. Becky graduated from the University of Santa Barbara with a BA degree in Communications.

Vivian Vo

Accounting Manager

Vivian Vo joined Housing Trust in 2012 and presently serves as Accounting Manager. In this role she assists the Chief Financial Officer in maintaining the organization’s complex accounting and finance records. Her efforts have contributed to a string of clean audits. Prior to Housing Trust, Vivian worked as an accountant at a public accounting firm for six years and worked at The Health Trust for five years, providing back office accounting services to other nonprofits throughout Silicon Valley. Vivian holds a Bachelor’s degree in accounting from San Jose State University.
