• Down Payment Assistance – Maximum 30% of the purchase price up to $250,000 
  

• NO Maximum Purchase Price 
  

• Expanded list of designated housing counseling agencies offering an 8-hour HUD certified homebuyer education course. 

Funded by the 2016 Measure A Affordable Housing Bond, the County of Santa Clara’s Empower program provides down payment assistance loans to first-time homebuyers with up to 30% of the purchase price on a market rate home in the County. This program is available for households who have low-to-moderate incomes, including employees at nonprofit organizations, teachers, healthcare professionals, County employees, and others.
