Funded by the 2016 Measure A Affordable Housing Bond, the County of Santa Clara’s Empower program provides down payment assistance loans to first-time homebuyers with up to 30% of the purchase price on a market rate home in the County. This program is available for households who have low to moderate incomes, including employees at nonprofit organizations, teachers, healthcare professionals, County employees, and others.
The Empower program is a loan to help first-time homebuyers with 30% of the purchase price of a single family home, condo, or townhome in Santa Clara County. The maximum loan amount is up to $250,000 on a home. There is No Maximum Purchase Price. With a minimum of 3% down payment required from the buyer, a 33% down payment on the home is possible. As a 30-year deferred loan, no monthly loan payments are required. Homebuyers must live or work in Santa Clara County.
This program is made for those with low to moderate incomes in the Bay Area. For example, with a household of four people, if your combined income is $202,200 or less, you may qualify. If you want to buy a home just for yourself and make $141,550 or less, you may also qualify.
