Meet our Staff

Noni Ramos

Chief Executive Officer

Noni Ramos joined Housing Trust as Chief Executive Officer in January 2021. In this role she provides strategic leadership and oversees all day-to-day operations. Prior to Housing Trust, Noni served at Enterprise Community Loan Fund as Senior Vice President and Chief Operating Officer, where she oversaw the lending, portfolio and risk management, finance, and administration functions to align the organization’s strategic direction. Prior to these roles she served as Vice President of Capital Solutions and Chief Lending Officer. Before joining Enterprise, Noni was Chief Credit Officer for Low Income Investment Fund (LIIF) where she was responsible for directing all lending and portfolio management functions for its national portfolio of community development loans. She also held various lending and programmatic positions of progressive leadership during her 14-year tenure at LIIF. Noni currently serves as board chair of the California Coalition for Community Investment and is a board member of Mercy Community Capital. She is a past chair of the board of directors for the YWCA of Berkeley/Oakland and the Tenderloin Neighborhood Development Corporation. Noni received a bachelor’s degree from the Walter A. Haas School of Business at the University of California, Berkeley, and earned a master’s in public administration from the California State University, East Bay.

Julie Mahowald

Chief Financial Officer

Julie Mahowald joined Housing Trust as Chief Financial Officer in January 2016. She oversees the budget, financial projections, information technology, accounting, and manages reporting to ensure all fiscal matters are conducted in compliance with U.S. GAAP regulations. She brings over 30 years of corporate finance, treasury management and accounting experience in high growth tech firms such as Oracle, Maxtor, Celestica, and various Silicon Valley start-ups. Julie’s roles included raising capital from banks and venture firms and an initial public offering. She currently serves as Co-chair of the Los Altos Community Foundation and was a long-time board member of East Palo Alto Kids Foundation. Julie earned her BA in Economics from Tulane University and an MBA in Finance and MA in International Studies from the Wharton School, University of Pennsylvania where she was a Fellow with the Lauder Institute of Management and International Studies.

Fathia Macauley

Chief Lending Officer

Fathia Macauley joined Housing Trust as Chief Lending Officer in September, 2019. She provides oversight for Housing Trust’s lending programs including Multifamily, first-time homebuyer programs and Accessory Dwelling Unit (ADU) initiatives. Fathia was most recently California Market Lead at Capital Impact Partners, leading strategic planning for affordable housing lending and business strategy for California. She managed a $70M CA loan pipeline as well as three venture loan funds, including leading Capital Impact’s participation in The Bay’s Future Fund. Prior to Capital Impact Partners, Fathia served as Director of Business Development, Northern California for Clearinghouse CDFI. Fathia has been in the field of community development finance for the past 25 years, including over 18 years of experience financing and developing redevelopment projects throughout California, ranging from affordable housing development projects to community facilities such as charter schools, community health clinics, faith-based facilities and mixed-use development projects. Throughout her career she has managed over $600M in CRA and affordable housing development projects and participated in the creation of over 1,000 affordable homes. Fathia has also written several community plans and conducted community development research on the intersection of neighborhood revitalization and community investment. Fathia holds a Master’s degree in Urban and Regional Planning from the UCLA Luskin School of Public Affairs and earned her Bachelor’s degree in History and African Area Studies from UCLA.

Pam Berkowitz

Pam Berkowitz

Vice President of Multifamily Lending and Business Development

Pam Berkowitz joined Housing Trust as Senior Loan Officer in June 2016 and was named Director of Multifamily Lending in July 2019. In this role, Pam works with to underwrite predevelopment, acquisition, bridge loan financings and expand the Housing Trust’s footprint in the greater Bay Area. Pam began her career in New York as a housing analyst where she helped develop Standard & Poor’s (S&P) multifamily affordable housing criteria, and then became the first housing analyst in S&P’s San Francisco office to act as a primary analyst or chairperson for multiple single and multifamily transactions. She volunteers regularly in her community and is currently a board member for California Association of Local Housing Financial Agencies (CAL-ALHFA). She earned her BA in Sociology and Economics from the State University of NY at Binghamton and her MBA in Finance from Baruch College.

Lupita Lourdes Medina

Director of Human Resources

Lupita Lourdes Medina joined Housing Trust as Director of Human Resources in July 2021.In this role, she is responsible for HR operations and compliance, full employee life-cycle support, training and development; and serve as a key partner in driving Diversity, Equity and Inclusion efforts. Prior to joining Housing Trust, Lupita served as Director of Human Resources for KIPP Public Schools Northern California and served as HR coordinator and HR manager for The Foundation for Hispanic Education. She brings over eight years of HR and payroll experience including strategy and compliance, benefits and payroll administration, employee relations, recruitment, onboarding, performance management, change management, training, HRIS implementation and management, handbook and policy and procedures development. Lupita earned a bachelor’s degree in Business Administration and Spanish from San Jose State University.

Kit Bay

Office Manager

Kit Bay joined Housing Trust Silicon Valley as Office Manager in April 2017. Kit has supported growing teams and team culture across industries including software and bio-technology. At the Housing Trust, Kit wears many hats to provide support so that our team can remain focused on the programs that serve ourclients. Kit graduated from the University of Illinois with a B.S. degree in Education.

Michael Bannen

Loan Officer

Michael Bannen joined Housing Trust as a Loan Officer in March 2020.  In this role, he works to underwrite predevelopment, acquisition, and bridge-loan financing to expand Housing Trust’s greater Bay Area footprint.  Mike began his career at Wells Fargo Bank in San Francisco as an insurance auditor and moved to Minneapolis to be an analyst in a commercial real estate production office.  He returned to San Francisco to work in Wells’ Community Lending & Investment group, where he began his work in affordable housing. He has volunteered tutoring adults pursuing their GED, computer literacy skills, and English as a Second Language, and earned a Bachelor of Science degree in Economics from Santa Clara University.

Yvonne Castillo

Homebuyer Education Specialist

Yvonne Castillo joined Housing Trust in December 2019 as Homebuyer Education Specialist for the Homeownership Programs Department. In this role, she provides financial assistance, counseling, and administers workshops to first-time homebuyers. Prior to joining Housing Trust, she spent over 15 years working for the nonprofit agencies, Money Management International and SurePath Financial Solutions as a Certified Consumer Credit Counselor tailoring financial solutions for credit, debt repayment and mortgage assistance. Yvonne also volunteers as a coach for the Red Power Divas, a local running and walking support group. She earned her BS in Organizational Management and Ethics and her MBA in Finance from Oklahoma Wesleyan University.

Alison Frost

Development Manager

Alison Frost joined Housing Trust in 2013 as Development Assistant and currently serves as Development Manager. In this role, she supports the Chief Development Officer with donor stewardship efforts, event planning, and grant writing. Alison has a passion for art and design, and enjoys being able to serve the Housing Trust creatively by designing their print and marketing materials. She holds a BA from the University of California, Santa Cruz.

Mao Gaoteote

Loan Administrator

Mao Gaoteote joined Housing Trust in November 2019 as Loan Administrator for the Multifamily lending department. Prior to joining Housing Trust she spent over 20 years working both in for-profit and non-profit as a lender in retail and SBA (Small Business Administration) for a CDFI lender and various community  banks. Since 2012, she has been serving as a Loan Committee Member to NorCal- FDC and has been a Board Member to various committees for the Sierra Pacific Conference – FMC since 2017.

Daniel Garaycochea

Staff Accountant

Daniel Garaycochea joined Housing Trust in November 2019 as a Staff Accountant. Prior to the Housing Trust Daniel worked as an auditor at a certified public accounting firm for over five years, specializing in LEA, nonprofit and single audit engagements.

Debbie Hao

Finance Director

Debbie Hao joined Housing Trust Silicon Valley as the Finance Director in July 2020.  In this role, she is primarily responsible for financial planning and analysis as well as support for business decisions, strategy, and risk management. Prior to Housing Trust, Debbie worked in budgets and planning at a partner non-profit, Abode Services. Her previous finance experience includes Silicon Graphics and GE. Debbie earned her BA in Psychology from the University of Notre Dame, an MBA in Finance from Southern Methodist University, and is a graduate of the GE Financial Management Program.

Michael Jun

Senior Asset Manager

Michael Jun joined Housing Trust as a Compliance Specialist in October, 2019 and was promoted to the role of Senior Asset Manager in August 2021. In this role, he is responsible for loan portfolio monitoring, compliance, and reporting on serviced portfolios to ensure covenant compliance. Additional responsibilities include performing site reports as a part of post-closing review, as well as identifying procedural changes and potential policy updates to improve servicing and operating efficiencies. Prior to joining Housing Trust, Michael worked in residential real estate lending as a mortgage processor for U.S. Bank and as a loan officer assistant for other mortgage lenders. He earned his BA in Business Management Economics from University of California, Santa Cruz, and is currently a Certified Associate in Project Management.

Linda Kemmer

Staff Accountant

Linda Kemmer joined Housing Trust Silicon Valley in October 2020 as a Staff Accountant.  Prior to Housing Trust, Linda has worked as a Fund Accountant for both Private Equity and Venture Fund companies.  She also brings to the Housing Trust years of non-profit experience working for both The David and Lucile Packard Foundation and Omidyar Network. 

Christina Kim

Senior Compliance and Risk Specialist

Christina Kim has joined Housing Trust in November 2019 as Senior Compliance and Risk Specialist. In this role, she supports the Chief Compliance and Risk Officer in overseeing the Asset Management department. Christina has over 15 years of experience in the mortgage/finance industry including roles as the AVP of Policies and Procedures at CitiFinancial Group, LLC and as a Branch Manager at OneMain Financial Group, LLC. She holds a Master’s Degree in Public Administration from Cal State East Bay and a Bachelor’s Degree in Business Administration.

Stephaney Kipple

Senior Loan Officer

Stephaney Kipple joined Housing Trust Silicon Valley as Senior Loan Officer in September 2020. In this role, she qualifies and underwrites developer financing loans throughout the greater Bay Area. Prior to joining Housing Trust, Stephaney was a Senior Project Manager at the Mission Economic Development Agency where she managed the development and financing of an 130-unit affordable housing project, as well as commercial acquisitions for arts, culture and neighborhood economic development. She has also worked at a San Francisco CDFI and on socially-equitable real estate projects in Detroit, New York City, and other cities. Stephaney received a Master of Science in Urban Policy Analysis and Management from the New School for Management and Urban Policy in New York City and holds a BBA from Eastern Michigan University. Stephaney is a also a member of OFN, NPH, ULI, and serves as Treasurer on the climate and transportation equity nonprofit, TransForm.

Martha Lopez

Manager, Loan Administration

Martha Lopez serves Housing Trust as Manager –Loan Administration and has over 30 years of experience in the real estate loan field. After working for several major for-profit real estate lenders in subdivision construction, commercial real estate and SBA lending departments, she took a loan administration position with a nonprofit CDFI in 2008, where she worked for five years until the loan program was assigned to Housing Trust. Martha joined Housing Trust as a loan administrator and assisted with the setup of the new Multifamily lending department in 2013. She completed Real Estate coursework at San Jose City College.

Mel Nahm

Loan Officer, Multifamily

Mel Nahm joined Housing Trust as a loan officer in February 2020. She works with the Multifamily unit to originate and manage loans to housing developers who are creating affordable homes throughout the Bay Area. She enters this work with a lens of addressing social inequity through the sustainable use of financial capital. Previously, she worked as a program officer at the Robert Wood Johnson Foundation, facilitating cross-sector collaboration to advance health equity. She earned an MBA from New York University, an MPH from Columbia University, and a BS from Boston College.

Hong Anh Ngo

Manager, Homebuyer Programs

Hong Anh Ngo joined Housing Trust as a Junior Loan Underwriter in July 2014 and was named Senior Program Specialist in July 2020. In her present role she assists the Homeownership programs manager in underwriting and marketing down payment assistance loan programs. She has worked in the legal and real estate industries since 2009 and has served as a paralegal, mainly handling personal injury, loan modification, debt negotiation, and bankruptcy cases. She also worked as a real estate coordinator and a loan underwriter. Hong went to San Jose State University and graduated in 2007 with a BS degree in Management.

Michael Norris

Communications Manager

Michael Norris joined Housing Trust as Communications Manager in October 2017. In this role, he manages media relations, content generation, website, and social media. Prior to joining Housing Trust, Michael worked as a freelance writer for private and public sector clients in the U.S. and abroad including Samsung, Big Mountain Data and the American Association of Publishers. Since moving to the Bay Area in 2015 he has also volunteered in social media management and outreach roles for Good Karma Bikes and Cranksgiving San Jose. Michael worked in communication and research roles across several industries including book publishing, sustainable transportation and consumer tech. Michael received his BA in Sociology and Mass Communications from Franklin Pierce University.

Adelene Ramos

Marketing & Outreach Coordinator – Homeownership

Adelene Ramos joined Housing Trust in January 2020 as Marketing & Outreach Coordinator for the Homeownership Programs Department. In her role, she provides marketing, outreach, communications, and administrative support for the Homebuyer Department. Adelene brings two decades of experience in strategic communications and project management to her role, along with a background working in nonprofits, social justice, city government, and higher education. She holds an MBA from Santa Clara University’s Leavey School of Business, where she was a Hackworth scholar and a Roelandts scholar. Adelene also holds a BA in Film and Video Production from the University of California, Santa Cruz.

Jeanette Ruiz

Compliance Specialist

Jeanette Ruiz has been with the Housing Trust since 2008. In her current position, Jeanette draws on her 15 years of experience in the housing industry to support the Asset Management Department with portfolio management. She is also the administrator for the Finally Home Grant and the Housing Affordability Fund. Prior to joining the Housing Trust, Jeanette worked as an Escrow Assistant at Land America Commonwealth Title.

Sonya Singha

Mortgage Loan Officer, Construction and ADUs

Sonya Singha joined Housing Trust as a Mortgage Loan Officer, Construction & ADUs, in March 2020. She helps originate construction, pre-development and bridge financing for homeowners to cover the cost of constructing an accessory dwelling unit on their property. She brings extensive knowledge of mortgage products and financing from her previous experience operating a mortgage brokerage company for the last 20 years, where her personal loan volume business was between $10-15 annually. She is passionate about giving back to the community and enjoys volunteering in her spare time.

Becky Swift

Senior Loan Administrator

Becky Swift joined Housing Trust Silicon Valley as the Senior Loan Administrator in September 2021. In her role she coordinates loan closings for the Multifamily team.  Prior to joining Housing Trust she spent over 15 years working in for-profit lending as an underwriter and credit analyst for various community banks. Becky graduated from the University of Santa Barbara with a BA degree in Communications.

Kyo Tang

Treasury Manager

Kyo Tang joined Housing Trust as Treasury Financial Analyst in December 2019, and was promoted to Treasury Manager in August 2021. In this role, she is responsible for assisting in financial planning and analysis, treasury operations, and compliance reporting. Prior to joining Housing Trust, Kyo worked as a Credit Analyst in residential real estate lending and then as an Insurance Specialist in loan servicing for Provident Funding. She earned a BA in Economics and Japanese from University of California, Davis.

Khadeja Tran

Homebuyer Programs Specialist

Khadeja Tran joined Housing Trust in March 2019 as a Junior Homebuyer Programs Specialist in the Homeownership Department and was named Program Specialist in July 2020. In this role, she supports the homeownership team in underwriting andmarketing down payment assistance programs. Khadeja holds a BA in both Asian American Studies and Sociology from the University of California, Santa Barbara.

Vivian Vo

Accounting Manager

Vivian Vo joined Housing Trust in 2012 and presently serves as Accounting Manager. In this role she assists the Chief Financial Officer in maintaining the organization’s complex accounting and finance records. Her efforts have contributed to a string of clean audits. Prior to Housing Trust, Vivian worked as an accountant at a public accounting firm for six years and worked at The Health Trust for five years, providing back office accounting services to other nonprofits throughout Silicon Valley. Vivian holds a Bachelor’s degree in accounting from San Jose State University.

Steven Yang

Director of Multifamily Lending – Diversity, Equity & Inclusion Lead

Steven Yang serves as Housing Trust’s Director of Multifamily Lending and Diversity, Equity, and Inclusion Lead. In this role, Steven works with the Multifamily Lending Program team to originate and manage loans to housing developers and cultivate financing partnerships. He also leads Housing Trust’s Diversity, Equity, and Inclusion committee. Prior to joining the nonprofit sector, Steven spent over a decade in corporate and commercial real estate lending, having led the underwriting, loan administration, and portfolio management functions, as well as served as a key contributor in the implementation of an affordable housing program, at a for-profit bank. He was Development Chair for a local LGBTQ+ nonprofit foundation’s board, is a Northern California Grantmaker’s (NCG) Racial Equity Action Institute alumnus, and a National Development Council certified Housing Development Finance Professional. He earned his BA in Political Science and Asian Studies with an emphasis in Developmental Economics from the University of California at Berkeley.
