Luis A. Rodriguez

Luis A. Rodriguez joined Housing Trust as General Counsel in October 2023. In this role, he will support our Finance and Operations department on vendor contracts, leases, lines of credit, and new loans. He will also work on our offering memorandum and impact notes documentation, structuring new funds, and will advise on governance matters and lender compliance. 

With 20 years of expertise as an attorney, policy advisor, and educator in the areas of affordable housing and economic development, Luis is a solo legal practitioner assisting nonprofit organizations in the areas of affordable housing and economic development. Prior to working as a solo practitioner, he worked at the Treasury Department within the Biden Administration as a senior policy advisor in the Office of Community Economic Development, where he assisted with the design, implementation, and award process for several Covid recovery programs. Luis was a former partner at the law firm of Goldfarb and Lipman LLP and provided legal counsel to public agencies, for-profit developers, and nonprofit tax exempt organizations for over 15 years. His first legal position after graduating from law school was as a staff attorney at the Legal Aid Foundation of Los Angeles in the Community Economic Development division.  

Luis designed and taught courses in the area of Community Economic Development both at Berkeley Law and UC Law SF. He has also volunteered and served as a board member for several nonprofit organizations. Luis received his J.D. from the UCLA School of Law, his M.A. in Social Sciences from the University of Chicago, and his B.A. in Sociology from the University of California at Los Angeles. He recently joined the board of Public Advocates and Community Vision.
