Noni Ramos

Noni Ramos is Chief Executive Officer of Housing Trust Silicon Valley, a certified Community Development Financial Institution (CDFI) working across the greater Bay Area. Housing Trust manages over $400M in community investments to advance affordable housing across the region, and since its inception in 2000 has invested $690M to create and preserve more than 28,700 affordable homes, helping 53,800+ people become housed. 

Noni brings over 30 years of experience in the affordable housing field – and a personal understanding of how access to stable housing can change the trajectory of one’s life.  

Under her leadership, Housing Trust uses catalytic housing finance to create more equitable, affordable communities. Cross-sector partnerships drive this work, including the TECH Fund, which deployed more than $338M, and the Building Impact Initiative, which will carry that momentum forward by investing $200M across the region. Partnerships with the Apple Affordable Housing Fund and the Google Launch Initiative further accelerate this mission. 

Prior to joining Housing Trust, Noni served as Senior Vice President and Chief Operating Officer at Enterprise Community Loan Fund – one of the largest nonprofit CDFIs in the country – where she oversaw lending, credit and risk management, finance, and administration.  

Noni currently serves as a board member of RDF, the National Association of Affordable Housing Lenders (NAAHL), Non-Profit Housing Association of Northern California (NPH), NPH Action Fund, Community HousingWorks, and Community Health Center Capital Fund. She also is a founding member and emeritus board member of the California Coalition for Community Investment (Cal CCI). 

Noni holds a Bachelor’s degree from the Walter A. Haas School of Business at the University of California, Berkeley, and a Master’s in Public Administration from California State University, East Bay.
